The Zell Miller Scholarship is provided by the Georgia Lottery for Education, and it is managed by the Georgia Student Finance Commission. The Zell Miller Scholarship is a grant and scholarship program in Georgia that provides financial aid to students enrolled in a degree, diploma, and certificate programs at accredited public and private colleges and universities as well as public technical colleges in Georgia.

Zell miller scholarship objectives

The Zell Miller scholarship has two objectives which are mainly:

  • To provide academically outstanding individuals with the chance to pursue higher education who otherwise could not afford, and
  • To counter the “brain drain” phenomenon Georgia was experiencing prior to the program, when many talented students were attending universities in other states, by providing an incentive to academically superior students who can afford to attend college to stay in the state of Georgia.

How much does the Zell miller scholarship pay?

The complete cost of in-state tuition for 2022–2023 will be covered in full by the Zell Miller Scholarship. For two semesters of attendance and 15 credit hours per term, this comes to a maximum of $10,258.

How to apply for the Zell miller scholarship

  • Review the basic eligibility requirements, the academic eligibility standards, and the eligibility caps and expiration dates. Please move on to the next level if you feel you are qualified.
  • Fill out the online Georgia Student Finance Application or the Free Application for Federal Student Aid (FAFSA) (GSFAPP).
  • Only the Zell Miller Scholarships can be reviewed for students who submit the GSFAPP. Make sure to mention that you finished the GSFAPP and include your Laker ID number. The GSFAPP is still in effect after ten years.
  • When filing the FAFSA, students must make sure to select the correct academic year. Each year, the FAFSA must be submitted. Students who submit the FAFSA may also be considered for government scholarships and loans for higher education.
  • Please email the Financial Aid Office if you feel you are qualified for HOPE funding but were not given HOPE. Make sure to mention that you want to be considered for the HOPE Scholarship and give your Laker ID number.

How to upload the GSFAPP file

Students may upload papers for the State Financial Aid Programs that GSFC administers if they have an active GAfutures account.

  • Your document(s) should be saved as one electronic file.
  • Log in to your GAfutures account (or open a new one if necessary).
  • Locate Document Upload on the left side of the page and choose it.
  • Choose the proper Document Type.
  • Add a document, then click the submit button (Acceptable file types: pdf, jpg, jpeg, png, bmp, tif, tiff).

Students who attended out-of-state high schools or unaccredited home study programs can upload their academic evaluations as a single electronic file using the student document upload option.

The order in which the uploaded documents are received determines how they are examined. A review typically takes 7 to 10 business days. You will receive an email if more details are required. For the completion of any academic or transcript evaluations, allow 10 to 15 business days.

Never send the exact identical material in more than one submission. It won’t reduce the time needed for your document to be reviewed and processed.

How to submit test scores for Zell Miller Scholarship

Students holding a copy of their College Board SAT score report may upload it to GSFC. Students who have taken the ACT may request that ACT deliver their score report to GSFC electronically. Within 3-5 business days, test score reports are added to student records.

Use the Document Upload function on GAfutures to upload your SAT score report by doing the following steps:

  • The SAT test score report can be printed from the College Board website.
  • Declare the following on the report, sign it, and add your date: This copy of the original score report is accurate and true.
  • Save your file(s) as a single one (Acceptable file types: pdf, jpg, jpeg, png, bmp, tif, tiff).
  • To upload a document, log in to your GAfutures account and choose the option on the left-hand side of the screen.
  • Choose the SAT test results document type.

Eligibility for Zell miller scholarship

You need to fulfill the following criteria in order to be eligible for the Zell Miller Scholarship:

  • Must submit a FAFSA or GSFAPPS application.
  • Satisfy the conditions for US citizenship or eligible noncitizenship.
  • If necessary, register with Selective Service.
  • Maintain your academic progress in a satisfactory manner as specified by the college.
  • You must not be in arrears on any student financial aid programs or owe a refund.
  • Adhere to the 1990 Georgia Drug-Free Postsecondary Education Act.
  • Must have GSFC confirm that they are a Zell Miller Scholar (requirements include a 3.7 HOPE GPA from high school along with 1200 on the math and reading portions of the SAT or a 26 composite score on the ACT test in a single test administration or graduate from an eligible high school or accredited high school program as the valedictorian or the salutatorian.)
  • A student cannot receive the Zell Miller Scholarship later if they are not recognized by GSFC as a Zell Miller Scholar at the time of high school graduation.
  • Must have a minimum GPA of 3.30 on all college-level work attempted since high school, regardless of the institution attended.
  • Must not have spent more than 127 hours trying.
  • You must not have passed your eligibility expiration date. Your eligibility restriction is based on when you received your first Zell Miller scholarship payment.
  • No baccalaureate (four-year) degree must have been obtained, regardless of whether HOPE or Zell Miller’s money was used to support the pursuit of the degree.

Limits and Expiration of Eligibility of the Zell miller scholarship

Based on the limitations indicated below, the Zell Miller Scholarships have time restrictions on how long students may receive the scholarship payment.

Expiration of Eligibility

Your overall number of attempted hours and number of degrees earned determine when your eligibility will expire. The following events will cause the eligibility for the Zell Miller Scholars to end:

  • A total of 190 quarter hours or 127 semester hours have been paid to students. This includes any sums received from the Accel Program, for Zell Miller Grant, and Zell Miller Scholarship.
  • Whether or whether HOPE or Zell Miller Scholarship monies were received while attempting the hours, at least 127 semester or 190 quarter hours of college degree credit were attempted.
  • Finished a four-year baccalaureate program, whether or whether the financing for the program came from the Zell Miller Scholarship.

Ten-Year Eligibility Limit

Students who receive their first Zell Miller Scholarship payment in the summer of 2019 or later are eligible to do so for ten years following the date of their high school graduation, the date of their GED test, the completion of their home studies, or the date of their petition to receive a high school diploma, whichever comes first.

Seven-Year Eligibility Limit

Students who received their first Zell Miller Scholarship payment between Summer 2011 and Spring 2019 may continue to receive Zell Miller Scholarship funding for up to seven years following the date of their high school graduation, GED test, completion of their home study, or date of their petition to receive a high school diploma, whichever comes first.

Eligibility Expiration Date

When a student graduates from high school, takes the GED test, complete their home studies, or files a petition for a high school diploma, their eligibility will end on June 30th of the seventh or tenth year, respectively.

Is Georgia College admission required before I submit an application for the Zell Miller Scholarship?

No, prospective students can apply to Zell Miller by submitting a single GSFApps form or an annual FAFSA form after October 1st. However, we won’t actually assess your application until after Georgia College has granted you admission. Eligibility for the Zell Miller Scholarship will be established upon high school graduation when high schools submit their final GPAs to the HOPE Office.

Are summer courses covered by the Zell Miller Scholarship?

Yes, provided that you have continued to be eligible for the Zell Miller Scholarship following the Spring checkpoint. After you sign up for summer school, our office will assess your eligibility for summer aid.

What should I do if I am not currently receiving a Zell Miller Scholarship but believe I am qualified?
